Federal officials reported heavy reliance on the new headline provisions. Over 25 million filers claimed the new overtime (OT) wage deduction, saving an average of roughly $3,100. Similarly, more than 6 million returns featured the tip-income deduction, with average claims topping $7,100.

Older taxpayers also saw substantial relief. The Enhanced Senior Deduction was utilized by over 30 million people, averaging near $7,500 (married couples filing jointly can claim up to $12,000 if both qualify). Add in a million filers writing off car-loan interest for American-made vehicles, 5 million new "Trump Accounts" opened for minors, and the permanently doubled standard deduction, and average refunds jumped 11% to $3,462.

The Eligibility Disconnect: Why Did So Many Miss Out?

Despite these massive numbers, polling reveals an alarming awareness gap. About 27% of respondents earned overtime pay, yet only 15% claimed the OT deduction. For tip earners, 17% had eligible income, but a mere 10% actually took the deduction.

  • Messy Transitional Rules: Forms W-2 and 1099 were not updated to separate cash tips or qualified overtime in 2025. This lack of employer reporting left taxpayers without clear documentation to compute the deductions.
  • Complex Phaseouts: Hidden occupation restrictions and income phaseouts technically disqualified some workers who earned OT or tips.
  • Recordkeeping Burdens: Nuanced reporting deterred many filers from claiming benefits without a professional tax preparer's help.
